In the Bureaux, the Protection Officer works under the direct supervision of the Senior Protection Coordinator or Senior Protection Officer. In the field, the incumbent normally reports to the representative, deputy or assistant representative (protection), head of suboffice, or senior protection officer as appropriate. The incumbent may have direct supervisory responsibility for protection staff whose work may include RSD, community-based protection, registration, resettlement, complementary pathways, internal displacement, and education, among other areas. In HQ, the incumbent may report to a Senior Protection Officer, Chief of Section, or Deputy Director and may supervise other protection staff.

The incumbent acts as an advisor to senior management in, when not responsible for, designing a comprehensive protection strategy under the area of responsibility (AoR). S/he represents the Organization to authorities, UN sister agencies, partners, and other stakeholders on protection policy and doctrine.

The Protection Officer coordinates quality, timely, and effective protection responses to the needs of populations of concern under the AoR. S/he ensures that persons of concern of all ages, genders, and diversity groups are involved with the Office in making decisions that affect them, whether in accessing their rights or in identifying and implementing appropriate solutions to their problems. To undertake this role effectively, the incumbent will need to build and maintain effective interfaces with other relevant teams within the operation or the Bureau (including program; PI and external relations; IM) and with DIP, communities of concern, authorities, protection and assistance partners, as well as a broader network of stakeholders who can contribute to enhancing protection and achieving solutions.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR, which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR’s core values of professionalism, integrity and respect for diversity.

Duties
– Provide technical guidance and support to UNHCR and partners on all protection related issues.
– Stay abreast of and report as relevant on legal political, social, economic and cultural developments that have an impact on the protection environment.
– Engage relevant national authorities and structures in identifying and expanding opportunities in view of developing or strengthening national asylum/RSD systems.
– Facilitate a consultative process with government counterparts, partners and persons of concern to develop and implement a comprehensive protection and solutions strategy addressing the specific protection needs of women and men, children, youth and older persons, persons with disabilities, persons of diverse sexual orientation and/or gender identities (LGBTI persons), persons living with HIV/AIDS; gender equality and Gender Based Violence (GBV) priorities with regard to these persons.
– In operations applying the Cluster Approach, seek to ensure the response of the Protection Cluster is grounded in a strategy which covers all assessed and prioritized protection needs of the affected populations.
– Support senior management to ensure the protection strategy is fully integrated into the Country Operations Plan, the UN Development and Assistance Framework (UNDAF), the Humanitarian Country Team’s common humanitarian response plan where applicable, as well as with the implementation of the Global Compact on Refugees and the Three Year Strategy on Resettlement and Complementary Pathways.
– Promote relevant International, Regional and National Law and applicable UN/UNHCR and IASC policy, standards and codes of conduct and ensure that all sectors and /or in clusters in applicable operations fulfil their responsibilities in mainstreaming protection.
– Promote the implementation of the AGD policy, including UNHCR’s updated commitments to women and girls, and, design, deliver I and monitor programmes on an AGD basis to address identified protection needs.
– Develop, implement and monitor community-based protection strategies and ensure systematic application and integration of participatory and community-based approaches in protection and solutions planning, programming and strategies.
– Support the establishment of feedback and response systems and the incorporation of feedback received from persons of concern into programme design and adaptation.
– Support the operation to develop and implement robust prevention, identification, and responses to fraud within protection processes and procedures, including registration, RSD, resettlement and complementary pathways, ensuring the integrity of interventions across all protection activities.
– Assist UNHCR management at country level to comply with polices and commitment on Protection from Sexual Exploitation and Abuse measures.
– Oversee and manage individual protection cases including those on GBV and child protection.
– Provide legal advice and guidance on protection issues to internal and external interlocutors; ensure legal assistance is accessible to persons of concern; liaise with competent authorities to ensure the issuance of personal and other relevant documents to persons of concern (including women and others in need of civil documentation, in particular birth certificates).
– As designated Data Protection Focal Point, assist the data controller in carrying out his or her responsibilities regarding the Data Protection Policy (7.2 DPP).
– Oversee and undertake eligibility and status determination within the AoR ensuring compliance with UNHCR procedural standards and international protection principles.
– Promote and implement effective strategies and measures to identify, prevent and reduce statelessness within the AoR.
– Contribute to the development and implementation of an education plan as part of protection strategy within the AoR as relevant.
– Contribute to the development and implementation of a child protection plan as part of the protection strategy within the AoR ensuring programmes use a child protection systems approach.
– Monitor, and intervene in cases of refoulement, expulsion and other protection incidents through working relations with governments and other partners.
– Work to safeguard the rights of persons of concern in the context of mixed movements as relevant.
– Coordinate the preparation of, implement and oversee Standard Operating Procedures (SOPs) for all protection/solutions activities.
– Ensure that durable solutions through voluntary repatriation, local integration and where appropriate, resettlement and complementary pathways are sought and provided to the largest possible number of persons of concern, including undertaking and/or overseeing resettlement and complementary pathways activities.
– Contribute to the coordination of the design, implementation and evaluation of protection related programming with implementing and operational partners.
– Contribute to and facilitate a programme of results-based advocacy through a consultative process with sectorial and/or cluster partners.
– Ensure that the Protection Sector or Cluster has an effective information management component which: provides disaggregated data on populations of concern and their problems; researches, collects and disseminates relevant protection information and good practices to enhance protection delivery.
– Build the protection capacity of national and local government, partners and civil society to assume their responsibilities vis-à-vis all persons of concern through protection training, mainstreaming and related activities.
– Coordinate capacity-building initiatives for communities and individuals to assert their rights.
– Advise and capacitate national authorities, relevant institutions and civil society to strengthen legislation and status determination procedures and mechanisms

– Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

A Scientist From Australia Says He Knows Where the Missing MH370 Plane Is

On March 8, 2014, a Malaysian Airlines aircraft carrying 239 passengers vanished from view as it took off from Kuala Lumpur Airport in southern Malaysia towards Beijing, China.

Years after its disappearance, an Australian scientist has claimed that he has found the “perfect hiding place” for the missing MH370 plane. The Malaysian Airlines flight, with 239 people on board, vanished from radar after taking off from Kuala Lumpur in 2014. Its disappearance sparked the biggest search in aviation history with the whereabouts of the jet still unknown to this day. Now, Tasmanian researcher Vincent Lyne has said that he believes he has figured out where the plane is. In a LinkedIn post, Mr Lyne claimed that the plane was deliberately ploughed deep into the Broken Ridge – a 20,000-foot-deep hole in the Indian Ocean.
“This work changes the narrative of MH370’s disappearance from one of no-blame, fuel-starvation at the 7th arc, high-speed dive, to a mastermind pilot almost executing an incredible perfect-disappearance in the Southern Indian Ocean,” the researcher wrote.

“In fact, it would have worked were it not for MH370 ploughing its right wing through a wave, and the discovery of the regular interrogation satellite communications by Inmarsat – a brilliant discovery also announced in the Journal of Navigation,” he added.Mr Lyne, who works at the University of Tasmania’s Institute for Marine and Antarctic Studies, further said that damage to the plane’s wings, flaps and flaperon suggest it was involved in a “controlled ditching” similar to that of Captain Chesley “Sully” Sullenberger on the Hudson River in 2009.

“This justifies beyond doubt the original claim, based on brilliant, skilled, and very careful debris-damage analyses, by decorated ex-Chief Canadian Air-crash Investigator Larry Vance, that MH370 had fuel and running engines when it underwent a masterful ‘controlled ditching’ and not a high-speed fuel-starved crash,” Mr Lyne wrote.

The researcher stated that MH370 is “where the longitude of Penang airport (the runway no less) intersects the Pilot-in-Command home simulator track discovered and discarded by the FBI and officials as ‘irrelevant.'”

“That pre-meditated iconic location harbors a very deep 6000m hole at the eastern end of the Broken Ridge within a very rugged and dangerous ocean environment renowned for its wild fisheries and new deep-water species. With narrow steep sides, surrounded by massive ridges and other deep holes, it is filled with fine sediments – a perfect ‘hiding’ place,” Mr Lyne continued, adding the area needs to be verified as a “high priority.”

“Whether it will be searched or not is up to officials and search companies, but as far as science is concerned, we know why the previous searches failed and likewise science unmistakably points to where MH370 lies. In short, the MH370 mystery has been comprehensively solved in science!” he added.

Notably, flight MH370 with 227 passengers and 12 crew members on board disappeared after leaving Kuala Lumpur Airport in southern Malaysia en route to Beijing, China, on March 8, 2014. A nearly three-year search covering 120,000 square kilometres in the Indian Ocean found hardly any trace of the plane, with only some pieces of debris picked up. Despite the largest search in aviation history, the plane has never been found and the operation was suspended in January 2017.

Mikel Merino, a midfielder from Spain, has joined Arsenal from Real Sociedad for a possible £31.6 million transfer.

After agreeing to pay an initial £27.4 million plus £4.2 million in add-ons, the Gunners signed a four-year deal with the option to extend for an additional year. The 28-year-old will now reside in north London.

Manager Mikel Arteta stated, “Mikel is a player who will bring us huge quality with his experience and versatility.”

Merino had a significant role in the Spanish team that won Euro 2024. He appeared in all seven games and scored the game-winning goal in extra time against Germany in the quarterfinal.

He becomes Arsenal’s third signing of the transfer window, after the arrival of Italy defender Riccardo Calafiori and Spain goalkeeper David Raya, with the club activating an option to buy him from Brentford following his loan move a year ago.

“Mikel will make our squad significantly stronger, with his technical ability, together with his strong and positive character and personality,” added Arteta.

“As we all saw in the summer, Mikel is also a winner, with his strong performances throughout the Euros helping Spain win the tournament.”

Merino can operate as a deeper-lying midfielder and it is thought he will complement Declan Rice, who played a ‘box-to-box’ role at times last season.

He also provides Arsenal boss Arteta with another option to compete with Rice, Jorginho, Thomas Partey and Martin Odegaard in midfield.

Merino has previous experience of the Premier League, having spent a year at Newcastle before moving to Real Sociedad in 2018, where he played alongside Odegaard in 2019-20 when the Norwegian was on loan from Real Madrid.

The new signing, who has 28 international caps, made 45 club appearances in all competitions last season, scoring eight goals.

Site of negotiations to move from Egypt to Qatar, US official says

WASHINGTON — Ongoing talks aimed at bringing about a cease-fire between Israel and Hamas in are shifting to the Qatari capital of Doha after several days of intense negotiations in Cairo, according to a U.S. official.

A round of high-level talks in Cairo meant to bring about a cease-fire and hostage deal to at least create a temporary pause in the war ended Sunday without a final agreement. Those talks included CIA director William Burns and David Barnea, the head of Israel’s Mossad intelligence agency. A Hamas delegation was briefed by Egyptian and Qatari mediators but have not directly taken part in negotiat

But lower-level working teams had remained in Cairo as media as mediators from the United States, Qatar, and Egypt in hopes to address remaining disagreements.

The official, who was not authorized to comment publicly, said White House Middle East adviser Brett McGurk, who has been a key U.S. negotiator, has arrived in Doha and is expected to take part in the talks

The official did not offer explanation for why the parties have decided to move the talks. Both Cairo and Doha have served as hosts for talks aimed at ending the war throughout the conflict.

The Israeli Prime Minister’s office confirmed that an Israeli delegation will head to Doha on Wednesday. They did not release further details about who will be traveling or what is on the agenda.

Israeli military says it rescues hostage abducted in Hamas’ Oct. 7 attack

JERUSALEM — The Israeli military says it has  who was among scores of people abducted in Hamas’ Oct. 7 attack.

The military said on Tuesday that Qaid Farhan Alkadi, 52, was rescued “in a complex operation in the southern Gaza Strip.”

Hamas-led militants abucted about 250 people in the Oct. 7 attack, in which around 1,200 people, mostly civilians, were killed.

Israel’s retaliatory offensive has killed more than 40,000 Palestinians, according to local health officials, who don’t say how many of them were fighters. The offensive has displaced 90% of Gaza’s 2.3 million people from their homes and caused heavy destruction across the besieged territori

Hamas is still holding around 110 hostages, about a third of whom are believed to be dead. Most of the rest were released in exchange for Palestinians imprisoned by Israel during a cease-fire last November.

Jewish settlers rampage in Israeli-occupied West Bank, killing 1, Palestinian officials say

RAMALLAH, West Bank — Palestinian officials say Jewish settlers rampaged through a town in the Israeli-occupied West Bank, fatally shooting a Palestinian and wounding three others.

The Israeli military said its forces opened fire to disperse clashes between Israelis and Palestinians, and that it was investigating the reported fatality.

Settler violence has surged since Hamas’ Oct. 7 attack out of Gaza, which ignited the war there. Israeli troops have also carried out near-nightly raids in the West Bank in which hundreds of Palestinians have been killed, and there has been a rise in attacks on Israelis.

Hamdi Ziyada, head of the local council in Wadi Rahal, said settlers entered the village near Bethlehem late Monday and hurled rocks at homes and cars. He says one of the settlers fired live rounds, killing and wounding the four people. The Palestinian Health Ministry confirmed the casualties.

He said Israeli forces arrived more than a half-hour after the violence began and removed the settlers. He said it was not the first time settlers had attacked the village.

The Israeli military said Palestinians had thrown rocks at an Israeli vehicle and at Israeli civilians in the area. It said fighting broke out between the two sides and that Israeli troops “opened fire toward the rioters.”

Palestinians and rights groups have long accused Israeli forces of turning a blind eye or openly supporting settler violence in the West Bank.

Iran’s supreme leader opens door to negotiations with US over Tehran’s nuclear program

“We do not have to pin our hope to the enemy. For our plans, we should not wait for approval by the enemies,” Khamenei said in a video broadcast by state television. “It is not contradictory to engage the same enemy in some places, there’s no barrier.”

Khamenei, who has final say on all state matters, also warned Pezeshkian’s Cabinet, “Do not trust the enemy.”

Khamenei, 85, has occasionally urged talks or dismissed them with the U.S. after then-President Donald Trump unilaterally withdrew America from the deal.

Chairman of the US Joint Chiefs of Staff meets with Israeli defense leaders

TEL AVIV, Israel — Gen. CQ Brown, chairman of the U.S. Joint Chiefs of Staff, met with top Israeli defense leaders on Monday, and visited the military’s Northern Command headquarters.

Navy Capt. Jereal Dorsey, Brown’s spokesperson, said the chairman met with Israeli Defense Minister Yoav Gallant and Israeli Chief of the General Staff Lt. Gen. Herzi Halevi in Tel Aviv, and he participated in operational updates with Israeli Defense Force senior leaders.

“The leaders reaffirmed the importance of the U.S.-Israeli strategic partnership while also discussing the most recent engagement across the Israeli-Lebanese border and the need to de-escalate tensions to avoid a broader conflict,” said Dorsey.

He said they also discussed Israel’s need to defend itself as well as the need to get more humanitarian support into Gaza and the importance of minimizing civilian casualties. Dorsey said they talked about Brown’s recent meetings with other partners in the region. He visited Jordan and Egypt.

He said the U.S. “continues to coordinate with Israel and other allies and partners on ways to improve regional security and stability, protect U.S. forces in the Middle East, and deter a broader conflict.”

Gallant’s office said the Israeli defense chief thanked Brown for “his unequivocal commitment to Israel’s security,” including through the deployment of U.S. forces in the Middle East.

Israeli airstrike kills 5 Palestinians in the West Bank, health officials say

RAMALLAH, West Bank — Palestinian health officials say an Israeli airstrike has killed five Palestinians in the northern West Bank.

The military said late Monday that it struck an “operations room” used by militants in the Nur Shams refugee camp in the city of Tulkarem. Palestinian health officials said five bodies arrived at a nearby hospital.

Neither Palestinian health officials nor the military immediately identified those killed.

It’s the latest violence to occur in the West Bank, where around 640 Palestinians have been killed since the start of the Israel-Hamas war, most from Israeli raids into Palestinian cities and towns.

NECTA  RESULTS 2023/2024

The National Examinations Council of Tanzania (NECTA) is Government Institution which was established by the Parliamentary Act No. 21 of 1973. NECTA is responsible for the administration of all National Examinations in Tanzania. The decision to establish NECTA was a follow-up of an earlier move, in April 1971, when Tanzania Mainland pulled out of the East African Examinations Council (EAEC) to conduct her own examinations. Zanzibar pulled out of EAEC in 1970. Before the pull out, between 1968 and 1971, Tanzania sat for foreign Secondary School Examinations conducted jointly by the East African Syndicate, which before then were conducted by the Cambridge Local Examinations Syndicate alone.

The Examinations conducted by the Cambridge Local Examinations Syndicate then were the School Certificate and the Higher School Certificate Examinations. The School Certificate Examinations was taken by the African Students for the first time in 1947 and that of the Higher School Certificate in 1960.
